No workflow is started if the purchase order is set to HOLD when it is created (Hold button).

The workflow is not started until the purchase order is saved. The xSuite parameter XF_PO_ENABLE_HELD_DOCS can be used to determine whether or not this mechanism works.

If the parameter is set, the workflow will be started when the purchase order is held. If the parameter is not set, the workflow will not start until after the purchase order has been saved.
